Hire Filipinos with an Employer of Record + a managed office in the Philippines
Our EOR + workspace bundle employs your Philippine team legally — no local entity, no $200k capital — and gives them a managed office in Cebu, Mandaue or Makati. One partner, one monthly invoice. Built for Australian & US companies.
What is an Employer of Record in the Philippines?
An Employer of Record (EOR) is a locally registered company that legally employs your chosen staff on your behalf — handling employment contracts, payroll, tax and mandatory benefits (SSS, PhilHealth, Pag-IBIG) — so you can hire Filipino talent without setting up your own entity. You direct the day-to-day work; the EOR carries the legal and HR responsibility.
Hire legally, no entity needed
Your hires are employed under our existing Philippine entity, fully compliant with the Labor Code from day one — no $200k paid-up capital, no six-month incorporation.
- Compliant employment contracts
- Payroll, tax filing & withholdings
- SSS, PhilHealth & Pag-IBIG handled
- 13th-month pay & statutory leave
- HR support & dispute resolution

- Fiber internet, biometric security & meeting rooms

How the Employer of Record model came to be
The EOR isn't a software fad — it's a 60-year evolution of how companies employ people they can't easily put on their own books.
Employee leasing is born
In the United States, small firms began "leasing back" their own staff through third-party companies to access group benefits, workers' compensation and payroll help they couldn't buy efficiently alone.
The PEO & co-employment
The industry formalised — an association of professional employer organisations formed in 1984 — and providers took on payroll, tax filing and compliance under a shared-employer arrangement.
The model goes cross-border
As companies began hiring overseas, a new variant emerged: the Employer of Record becomes the full legal employer under its own in-country entity — so a business could hire abroad without registering a subsidiary.
Distributed teams, global EOR
Remote-first tech and digital companies wanted to hire "in ten countries, not one." Providers strung together in-country entities into global EOR networks with a single point of contact.
Remote work tips it mainstream
After the pandemic normalised distributed work, EOR adoption exploded as the default way to hire compliant talent across borders quickly.
Where Zero-Ten Park comes in
With 1.5M+ Filipinos already serving global firms and a US-influenced legal system, an EOR lets Australian & US companies hire Philippine talent in days — skipping the $200k+ entity. Zero-Ten Park adds the piece pure-software EORs can't: a real, managed office.
What's included with Zero-Ten Park EOR
One flat EOR service fee — US$230 per employee per month — covers the full employment lifecycle. Add the Workspace bundle for US$350 and your team gets a managed office on top.

Employer of Record Philippines cost calculator
See your monthly cost to hire Filipinos and rent an office with Zero-Ten Park — plus the one-time setup: prepaid payroll fund, security deposit, contingency fund and bank fee.
Your team
Adjust assumptions
Setup follows Zero-Ten's model. Each EOR fund (prepaid payroll, security deposit, contingency) = 1 month salary + benefits. Each workspace fund (initial setup, security deposit, advance rent) = 1 month rent. All billed once, on your first invoice.
| Monthly, per employee | Salary | Gov't benefits | EOR fee | Workspace | Subtotal |
|---|---|---|---|---|---|
| Per employee | $0 | $0 | $0 | $0 | $0 |
| × 3 employees | $0 | $0 | $0 | $0 | $0 |
Estimate only — not legal, tax or financial advice. Government-mandated contributions (SSS, PhilHealth, Pag-IBIG) are computed on actual gross salary against statutory ceilings and confirmed in your proposal. The Workspace toggle reflects the $350 EOR + Workspace bundle — a flat $120/employee on top of the $230 EOR fee.
Your one-time start-up costs, explained
The calculator's "one-time setup" total isn't an extra fee — it's a set of mostly-refundable funds we hold so payroll runs on time and your workspace is secured from day one. Here's what each one is for.
✓Billed once. These appear only on your very first invoice — your recurring monthly bill never includes them again.

An EOR with people on the ground, not just a dashboard
Skip the entity
Foreign-owned companies usually need US$200,000+ in paid-up capital plus months of permits. With an Employer of Record in the Philippines, you hire under our registered entity instead.
Real Philippine HR
Payroll corrections, disputes, government audits and onboarding handled by a dedicated local team — the same people who know the Labor Code, not a ticket queue.
Office included
Your team works from a managed Zero-Ten Park hub in Cebu or Manila — fiber internet, biometric security and meeting rooms, with a global multi-location pass.
Where your Philippine team actually works
Two birds, one partner — talent and office, solved together
Expanding into the Philippines usually means juggling a payroll vendor, a lawyer and a separate office lease — three contracts, three bills, three people to chase. This package folds all of it into one accountable partner, so the savings compound: lower fees, faster launch, and a real workplace your team is proud to show clients.
Stitching it together yourself
- A global EOR that lives only as a dashboard
- A separate office lease, fit-out and deposits
- A local lawyer billing for every question
- FX surprises on every cross-border invoice
- No one on the ground when payroll breaks
Zero-Ten Park, all in one
- Legal employment under our Philippine entity
- Managed desks in Cebu & Manila, ready day one
- A dedicated PH HR team who answer the phone
- One clean monthly invoice in USD or AUD
- 13th-month, SSS, PhilHealth & Pag-IBIG handled

Employer of Record Philippines — common questions
What is an Employer of Record in the Philippines?
An Employer of Record (EOR) in the Philippines is a locally registered company that legally employs staff on your behalf. You direct the day-to-day work while the EOR handles employment contracts, payroll, tax withholding and mandatory benefits (SSS, PhilHealth, Pag-IBIG) — so you can hire Filipino talent without setting up your own entity.
How much does it cost to hire through an EOR in the Philippines?
On top of the employee's gross salary and employer statutory benefits, Zero-Ten Park charges one flat service fee per employee per month: US$230 for EOR only, or US$350 for the EOR + Workspace bundle (EOR plus a premium managed desk). Government contributions are passed through at cost. Use the calculator above to model your full total plus one-time setup.
What are the one-time setup costs?
Setup typically includes a prepaid payroll fund, a refundable workspace security deposit, a contingency fund for accruals such as 13th-month pay, and a one-time bank fee for cross-border transfers. The calculator breaks each one down.
Can I get the EOR and an office in one bundle?
Yes — the EOR + Workspace bundle is US$350 per employee per month: everything in the US$230 EOR plan, plus a premium desk in a Zero-Ten Park hub in Cebu, Mandaue or Makati. Bought separately, EOR (US$230) and workspace (US$250) would run US$480, so the bundle saves about US$130 per employee every month — roughly 27%. One partner, one contract, one invoice.
Which Zero-Ten Park branches can my team work from?
Your team can be based at any of our Philippine coworking branches: Cebu IT Park (the city's tech and BPO hub), Mandaue (cost-efficient and room to scale) and Makati (premium Manila CBD in Legazpi Village). Membership also includes a global multi-location pass across Japan, the US, Vietnam and Singapore. Prefer fully remote? You can skip the workspace and we'll still run the EOR.
Do I need to register a company in the Philippines?
No. That's the core benefit. Zero-Ten Park acts as the legal employer under our existing Philippine entity, so you avoid the US$200,000+ paid-up capital and months of incorporation.
How fast can my team start?
Most teams are fully onboarded and compliant within 7–14 days of starting the process.
